UBUNTU: [Packaging] replace substvar for its expected value
As there is no variant anymore on this package, the "${variant:suffix}"
substitution variable was non existing, which prevented the sub control file
debian/control.d/gkeop from being included in the generated control file.
Replacing that substvar for the value "-gkeop-5.0" allows the control file to
be correctly generated, resulting in the same control file as the one released
with linux-meta-hwe-5.0 (5.0.0.61.115).

UBUNTU: [Packaging] add control file for gkeop-5.0 variant
For bionic/linux-hwe-5.0, the variant '-gkeop-5.0' was removed from
kernel-series.yaml therefore we need a control file with the explicit
names for this variant. This is how it's currently being done also for
bionic/linux-hwe (5.3 based).
