nm.py: Stop forking udevadm and call GUdev to retrieve network adapter info

systemd 242-6ubuntu1 dropped a `/sbin/ubiquity` compatibility symlink
that we were referencing by absolute path. This broke ubiquity when run
on a system with a wireless adapter.

It'd be better instead to use a library to interface with udev, rather
than executing a subprocess and parsing its output. Let's modify the
code to do that instead.

gtk,kde: Don't start installing multiple times

If we go back and forth between timezone and usersetup multiple times,
we can end up restarting debconf under an in-progress installation
process or starting the installation multiple times. This is obviously
bad, and can end up with the installer crashing.

Only restart debconf and start the installation the *first* time the
user clicks next from the timezone step.

The effect of this is that proceeding backwards from usersetup to
timezone is not permitted any more. This is a harmful thing to be able
to do because the timezone step 'resets' debconf after it finishes, and
this might break an ongoing installation.

gtk: Disable screen blanking for Shell

With the switch to GNOME Shell, we're no longer using GNOME Screensaver
to handle blanking the screen. Setting the `idle-delay' to 0 disables
this for Shell.

Support usr-merge in ubiquity.

With introduction of usr-merge in disco, we started to have top-level
symlinks to dirs i.e. /sbin -> /usr/sbin which broke with blacklisting
logic. Because such a symlink may not be blacklisted, even though
blacklisted packages ship /sbin directory. A simple check if that is a
dir is no longer sufficient. Instead extended the blacklisting logic
to prevent blacklisting symlinks to dirs.
