Rebase Ubuntu Core Desktop changes on top of core24:

* Add additional users/groups (now starting at 200 to avoid clashes with
  regular core24).
* Add core-desktop PPAs to build, and install packages for GDM, and a
  basic GNOME session.
* Install locales and desktop related translations.
* Set VARIANT_ID=desktop in os-release file
* Add additional writable paths required by the above.
