Remove vapigen.m4 from patches; being included in vala proper now. Version BD to guarantee this.

debian/patches/41_vapigen_versioned_pc.patch,
debian/patches/42_makefile_include_m4.patch: Properly check for the
versioned vapigen pkg-config file, and add -I m4 to Makefile.am so that
vapigen.m4 is used.

Remove 99_ltmain_as_needed.patch and do this in rules with dh-autoreconf

debian/patches/30_vala_0.18_api.patch: Update configure.in to require the
0.18 vala API. This will cause the build system to look for
vapigen-0.18.pc; without this, it looks for vapigen.pc which as of now is
still 0.16 so not a sufficiently high version. Autoreconf for this change.
