test: Port net test to common test framework

The `amd-*` autopkgtests are much faster than the `net` autopkgtest.
They do not need to download a cloud image from the Internet. Instead
they construct a minimal root file system on their own. Convert the
`net` autopkgtest to use the common test framework. It reduces the
execution time from 3:19 min down to 0:57 min.
