Seed lxd again, so that we can start mastering images for 15.10 that include
it.

The lack of golang in main means that promoting the lxd source will make the
source package unbuildable. As a short term workaround, I will promote the
lxd binary to main while leaving the source in universe, pending completion
of the golang MIR.
