Generate POT files with GNOME’s version of metainfo.its

This commit makes dh-translations install metainfo.{its,loc} grabbed
from GNOME. Unlike the version of those files provided by the appstream
package, they do not trigger xgettext to extract release info from
metainfo/appdata files.

This way we avoid the situation where GNOME packages come with
translation files where the release info has been intentionally
ignored, while the release info strings are still passed to the Ubuntu
translators when dh_translations has created new POT files.

This is a generic way to deal with the problem reported in
https://launchpad.net/bugs/1927149, whose focus is gnome-software
specifically. This approach will also remain effective even if gettext
in a future version would sync their version of metainfo.{its,loc} with
appstream.
