* Added new hugday tool
* Improved rest of the scripts with syntax checking and in-line help.
* Added man pages

Hey Ara, thanks for doing this.

Most of the changes look fine and should be merged in. However, I don't think some of the deletions should happen; as packager, you are free not to install|include things that you don't think ought to be included. Specifically:

editmoin/aliases
  this should probably get installed in a location in etc/ and then have editmoin honor that

mutt/b-tags.{sh,py}
  These are scripts that brian and I use; the python version is intended as an almost drop-in replacement for the shell version. It's a command line tool for adding and removing tags on multiple bugs that also works well within mail clients that support script invocation. I admit, it would probably be helpful to have an example of usage from within a muttrc. I was waiting for signoff from brian before removing the b-tags.sh script.

bug-report-framework/ and package-bug-guidelines/
  These are probably not generally useful except as examples, but they do need to be kept in bzr somewhere. We could discuss splitting them to a separate bzr tree, but I've already got a significant forest of bzr trees going, and don't really need another. Brian, your thoughts?

Anyway, most everything looks good. I'll try to cherrypick out the non-controversial parts of what you've done.
