  python-rsvg and python-cairo dependencies for this.
* debian/python-scour.install: Install cmpsvg.
* debian/dh_scour: Call cmpsvg after scour, and only accept the optimized
  file if cmpsvg succeeds. This avoids shipping broken SVGs due to scour
