dh_girepository: Add a versioned dependency on libgirepository-1.0-1
(>= 1.41.4-1) to ${gir:Depends} if a gir package installs typelib files
into multiarch libdir. This ensures a multiarch capable version of
libgirepository-1.0-1 is installed to avoid breakage on partial upgrades.

* Bump minimal Python version to >= 2.6, according to upstream configure.ac.
* debian/gobject-introspection.install: Install new collections modules.
* Bump Standards-Version to 3.9.5 (no changes necessary).
* Add missing build-essential dependency (for libc-dev, linux-libc-dev,
  gcc); spotted by autopkgtest.
* Update Vcs-* links.
* debian/tests/control: Separate the two autopkgtests for more fine-grained
  dependencies, and add missing "file" dependency for "tools". Allow stderr
  output in the latter as we sometimes have warnings. Also add some missing
  dependencies.
* Build with dh-autoreconf to always get latest config.* for new ports.
