* snmpd.default: run as user 'snmp' by default, not root (Warty bug #1151)
* snmpd.postinst:
- create system user snmp
- removed superfluous version check which could have never been executed
* snmpd.postrm:
- delete user snmp on purge
- quoted comparison of $1 (it could be empty)
