* Switch VCS to git, update Vcs-* header, move repos to Alioth
* Update watch file to use fakeupstream.cgi (c.f. #538717)
* Switch to source format "3.0 (quilt)"
* Bump debhelper compatibility to 9
  + Update versioned debhelper build-dependency accordingly
* Revamp debian/rules:
  + Remove no more needed targets
  + No more remove stamp files manually, dh_clean does that now.
