Revert the patch from 3.3.0-1ubuntu1, and mangle the debian/rules
bits from 3.3.0-1ubuntu2 to use DEB_CFLAGS_MAINT_APPEND and not

Try harder to fix the armhf build, setting the compiler flags in
debian/rules, which overwrites the upstream settings. Re-add -fsigned-char
