  - Issue #15970: xml.etree.ElementTree now serializes correctly the empty
    HTML elements 'meta' and 'param'.
  - Issue #11715: Fix multiarch detection without having Debian development
    tools (dpkg-dev) installed.
* Fix issue #16012, a regression in pyexpat. The parser's UseForeignDTD()
  method doesn't require an argument again. LP: #1056740.

  - Issue #13992: The trashcan mechanism is now thread-safe. This eliminates
    sporadic crashes in multi-thread programs when several long deallocator
    chains ran concurrently and involved subclasses of built-in container
  - Issue #15846: Fix SystemError which happened when using ast.parse in an
    exception handler on code with syntax errors.
  - Issue #15801: Make sure mappings passed to '%' formatting are actually
