* test-warnings.patch: use Array::Compare instead of the smart match
  operator "~~", which has changed its behaviour in Perl 5.10.1
  (closes: #546236); build depend on libarray-compare-perl, drop version
  requirement from Perl build dependency.

* Set Standards-Version to 3.8.3 (no changes).
