debian/rules: Rename site-packages to dist-packages, as pycentral expects
files there. (Due to the mixed autoconf/distutils build system it's not
easy to inject an --install-layout=deb option).

* debian/comedi.rules: Rename to debian/libcomedi0.udev
* debian/libcomedi0.dirs: Drop rules directory creation.
* debian/rules: Use dh_installudev to install the rules.
* debian/libcomedi0.preinst: Remove old rules if unchanged, otherwise move
  to the new filename under /etc
* debian/control: Bump build-depend on debhelper and depend on udev.
