Remove libxmlrpc-c3-dev Provides libxmlrpc-c-dev, it also conflicts with libxmlrpc-c-dev and
this confuses the install of libxmlrpc-core-c3-dev

Rename patch lpia-gnulp to other-gnu-triplets and add support for
linux-gnueabi as well as it was also failing to build on armel.
