Made the wine meta-package Depends on wine1.2 again; Natty doesn't offer
wine1.3 and we won't have the opportunity to upload it before Oneric.

* Corrected the description of "wine" to reflect that this is a meta-
  package and NOT a dummy transitional package. Benefit: deborphan no
  longer tries to remove the Wine suite and its dependencies by mistake.
* Added missing Build-Depends on quilt (>= 0.46-7~).
* Added missing Build-Depend on autotools-dev and commented debian/rules
  lines that manually copied config.[guess|sub].
* Added missing Depends: ${shlibs:Depends}, ${misc:Depends}.
