Retains back-portability thanks to adaptive debian/rules macro.

and upstream feels confident that this would be 2.11.9 final.

* Updated the patch from GIT to test upcoming features.
* Bumped Standards-Version up to 3.9.0 (no change required).
* Added CFLAGS+="-march=geode -mtune=geode" to the build environment.
  Justification: Geode is an x86 sub-architecture with a built-in GPU,
  so we might as well always produce platform-optimized binaries.
  Build-Depends: gcc (>= 4.3), which breaks Ubuntu/Hardy support.
