  - Update keeping the wrong upstream version number, 3.1.3
  - Use really3.1.2 to clarify which upstream version this supports
  - Generate dh_python3 dependencies on python3
    (>= 3.1.3-3ubuntu5~really3.1.2~) to match the Ubuntu version where this
    first appeared.
