Previous Debian packaging (sync'd from Debian mentors) has been
improved significantly, such that this library is now functional;
we should sync this from Debian; no Ubuntu specific changes here,
except to note in this changelog that we're closing LP: #30163 and
to manually force an upload; we should purely sync this package
from Debian for the next Ubuntu release - 2. By Dustin Kirkland
