build-php5/config.m4 to fix a FTBFS against libtool 2.2.

  - Bump compatibility to 5.
* debian/control:
  - Build depend on debhelper (>= 5) and php5-dev (>= 5.2.6).

  - Bump Standards-Version to 3.7.3.
* debian/rules:
  - Install mcrypt.ini into /etc/php5/conf.d directory.
* debian/copyright:
  - Update copyright details.
* debian/po, php5-mcrypt.{config,prerm,postinst,templates}:
  - Remove them, no longer needed since PHP 5.1.6.
