Add --error-handler=true to dh_installinit call to also allow old package
to be removed properly on upgrade/install (LP: #242635).

* Readd --oknodo to the stop action of the init script (LP: #242635).
  This will prevent failing the removal of the package if the daemon
  is not running (for instance because the device driver is not loaded).
* Don't fail on removing non-empty group in postrm.

* Fix the init script failing to properly launch the daemon and therefore

  - use --make-pidfile to create a pidfile
  - use --background to detach tscd
  - pass -f to tscd to launch tscd in the foreground
