* debian/tipa.preinst:
  + Renamed file from debian/preinst
  + Use dpkg-query instead of accessing /var/lib/dpkg/status
  + When processing the obsolete configuration file 10tipa.cfg, use
    dpkg-query instead of checking against a specific md5sum value.

* debian/tipa.postinst: Removed this file, since tipa.preinst takes care of
  the obsolete configuration file 10tipa.cfg now
