* Fix bugs introduced in 4.7-2ubuntu3:
  - Include sipconfig.py in python-sip4 (installing files in an -indep
    target for an -arch package doesn't go well).
  - Move sipconfig_d.py from the -dev into the -dbg package.
  - Remove the added conflicts.
  - Add replaced for python-sip4-dbg.

debian/rules: Do not dh_strip sip4 and python-sip4 twice. This does not
work when building debug packages, since objcopy --add-gnu-debuglink is
not idempotent. Fixes FTBFS.
