* Remove warnings in makepatch:
  - Use IO::File rather than IO.
  - Don't use pseudo-hashes.
* Convert changelog to UTF-8.
* Remove change list from copyright. The only difference is that the
  scripts use /tmp rather than /usr/tmp by default.
