* debian/control: Remove unnecessary postgresql-
pltcl-7. 4 dependency, add
back libpgtcl1.5 dependency (this package was not available for a while).
* Install binaries in /usr/bin, not in /usr/X11R6/bin; likewise for
manpages.
* pgaccess.tcl: Instead of attempting to load the library directly with
load, use the more modern "require Pgtcl" approach which also works
