Added a check so that in case dpkg-deb -f can not parse the file,
the file will be rejected. This is to ensure that packages are not
sorted to wrong place when there is for example a disk outage.

Added the option APT::FTPArchive::AlwaysStat = true to all calls to
apt-ftparchive to make sure the correct Package files are always
generated. This has been a problem in certain cases and is hard to
find the reason for.
