* Drop locally implemented DEB_MAINTAINER_MODE in rules file: Now

+ Use --enable-tcp-wrappers (not --with- tcp-wrappers) .
+ Use --disable-srvloc (not --disable-slp).
+ Drop --disable-logger (obsolete since 2.0.1).
