* debian/copyright: add information about fallback/syslog.h.
* debian/rules: enable additional tests; leads to:
* Strip URL mangling from fix-man-page-line-too-long.patch, lintian does not
  complain about them any more but Pod::Checker didn't like the syntax.

  more.
