Import upstream version to Debian (Closes: #838124)

* New upstream version (Closes: #598466)
* debian/watch: Adjust as suggested by Trent W. Buck to prevent from
  preferring betas and RCs to final releases.
* debian/openvas-scanner.init: Do not use --exec to determine if
  the daemon is still working as an instance might be open and
  serving other clients after a restart. To be on the safe side use
  the daemon's pidfile instead as suggested by Michael Wiegand.
* openvas-scanner.postrm: Remove /var/cache/openvas on package purge
  (Closes: #608734)
* debian/openvas-scanner.init: Add $network $syslog
  to Required-Start and Required-Stop
* debian/rules:
    - use a temporary build directory to prevent having to clean up
      from the mess of changes that cmake introduces (but doesn't clean)
    - 'cmake .' is not called instead of using configure
    - just remove the temporary build directory when cleaning
    - make the build depend on the dpatch 'patch' targets
* debian/control:
    - drop dependency on autotools
    - NOTE: we do not add dependency on doxygen for documentation generation
    as we do not currently build all the documentation for the
    package
* debian/patches:
    - drop patch 20_openvas-nvt-sync_tmpdir.dpatch - included upstream
    - drop patch 20_openvas-nvt-sync_var.dpatch - no longer relevant (NVT_DIR
      is now defined automatically and not hardcoded)
    - remove 30_strip_cvnts.dpatch from the list, it is not needed anymore
    - add 10_cmake_mandir.dpatch to fix the location where manpages are
      installed
* debian/openvas-scanner.manpages: Create new with one manpage
