* Non-maintainer upload.
* Fix config.sub/guess updating to fix FTBFS on arm64
   + Make update non-conditional so if there is a problem it fails rather
     than being silently ignored.
   + Add autotools-dev to build-depends so that updates can happen on
     autobuilders with minimal environments (Closes: #764041)
   + Rearrange things so that updated config.sub and config.guess are not
     included in .diff.gz to reduce diff noise.
