plugin.py: import the 'launchpad' object from local.lputils and reply from updateaccess

command updateaccess:
 it only tries to print team members for a given channel for now.

added config options lpapi.client_name and lpapi.cache_dir
added a testcase for updateaccess, currently it raises a timeout :(
