Rework apache module enabling/disabling to support lists of modules, so
that the sleep(2) costs only have to be paid once. This makes the
apache2 test about 3 times as fast (unfortunately, still slow). Also,
fix the mod_dav_svn test to work.

Still need to figure out what's going wrong with the mod_include tests.
