I really should trust my instincts. Now reverting back to old
behavior: debian directory is not included in upstream. It's already
stored somewhere in Ubuntu-repositories and updated on every release
anyway.

Fixed occasional jamming of keys and buttons.
Filtering was too strict: if key/button was pressed down when filtering
took place and released during the filtering then the release event
was also naturally filtered. In other words, the real physical state of
the keys/buttons did not match with state of the input system. This lead
to really bizarre user experience, e.g. logically jamming down keys/buttons
when they were physically released during the filtering.
