Demote nagios3 and related package to universe

kernel-signed-image-di exists on ppc64el too now.

Explicitly seed kernel-image-${Kernel-Version}-di in installer.

This works around germinate expanding partman-ext3's dependencies to include
all the kernel-image-*-di udebs in the archive, which we don't want.

Seed linux-oem to main

Switch to LTS kernel versioning strategy.

Fix up linux-flavour seeds to match master in supported-kernel

Seed socat and pv in supported-cloud

Seed rax-nova-agent

- drop openjdk-8 -demo and -source from supported-development-desktop

Only support lxd and lxd-client, drop rest to universe
