fix: avoid conversion from hyphen to underscore

In v54.1.0 setuptools introduced a change that causes the
difference how hyphens are handled [1]

That causes different behaviour when running `setup.py install`
with different version of Python.

Use underscores to avoid conversion of dashes to underscores.
