feat: try_files from the region's image-storage

This change improves the way how boot resources are served by the
agent/rackd. Instead of caching things (and occupy twice the disk space)
rackd will first try to serve files from the image-storage of the regiond
(which normally should succeed in region+rack configuration) by using
try_files.
