fix: failed to update NTP configuration

According to apparmor profile /var/lib/snapd/apparmor/profiles/snap.maas.maas
MAAS can use the following directories:
  /run/snap.@{SNAP_INSTANCE_NAME}/ rw,
  /run/snap.@{SNAP_INSTANCE_NAME}/** mrwklix,
  /run/lock/ r,
  /run/lock/snap.@{SNAP_INSTANCE_NAME}/ rw,
  /run/lock/snap.@{SNAP_INSTANCE_NAME}/** mrwklix,

Configure chrony to use them for PID and socket files
