feat(temporal): expose membership ports

membershipPort: Port used to communicate with other hosts in the same Cluster [0]

For MAAS HA deployments we have multiple region controllers, which are
equivalent and all running same number of Temporal services (which
should all be members of the same Temporal Cluster).
