Don't pass "-l 6" to parallel command

The parallel command, executed with "-l 6" refuses to start new processes with
an average load higher than 6.

For tritemio, we may have the wannabuild database and several containers
building packages in the same physical host, so the average load could get very
easily above 6 or even higher values, thus making the wannabuild triggers
execution starve.

Take Build-Depends-Indep into account for 'amd64'

This is needed because 'amd64' also builds arch 'all' packages for tritemio
