Add a pre-install-hook to manage installing apt dependencies used by charmhelpers imports (that prevents installing them in the python install hook, since the charmhelpers imports will be processed first).
Fixed some call errors with the new injected logging.

Moved the testing dependencies to the Makefile instead of a separate test, since
amulet will bootstrap the environment for nothing when installing them in a test.
