Add support for setting extra PPAs besides the one that the
landscape-server package will be fetched from. The main use
case is QA wanting to test the server with development
versions of external dependencies (e.g. juju proposed).

1) Skipped the LeaderDestroyed tests (bug #1541128)
2) Increased timeouts in a couple missing places to our global _timeout (bug #1474849)
3) Added a couple ubuntu deps missing for make test.
4) increase memory floor to 2G so the charm is testable on openstack. (bug #1539798)
5) switched order of checks to return code first to aid in debugging. (see if the command failed or not)
