Bugfix: thermal regulation could "step down" to a level higher than the user requested,
  if the user turned the light off at turbo while hot, then quickly turned it back on at moon.

Made it handle below-zero temperatures better.
No longer allows user to bypass maximum thermal ceiling in manual calibration mode.

Removed unused LowBattState code. It didn't do anything.
(except possibly delay standby mode after LVP kicks in, which seems like a bad choice)
