Fix issue where Compiz passively grabs all mouse buttons which severely affects scrolling in Gtk apps. Now only unconditionally grab buttons 1-3 for all windows except the desktop window and only grab other buttons when there is a modifier attached to it.

Fix issue where having a maximized window on a second monitor, then that monitor gets removed which moves the maximized window to the main monitor, then restoring the maximized window would place it on a different viewport. It should stay on the same viewport. Fixes: 1171878

Fix issues where vertically maximizing windows by dragging the grab area using Normal mode would result in:
* Incorrect restored window size.
