Enable dns caching and transparent proxy settings.

Add home/ubuntu/staging to propose a 2 bridge version for being able to access OpenStack instances.

  - update squid configuration to use 2GB of RAM, 100MB max object size,
    share squid-deb-proxy's directory
  - update /etc/hosts to point archive.ubuntu.com and cloud archive to
    localhost
  - hardcode ip addresses in mirror list file, so that we don't try to
    mirror against ourselves
