Great a helper function in landscape.lib.network, and use it in registration
and in the monitor plugin.

Reverting the merge of branch "missing-context" (revno: 298) since it
breaks 50+ tests that do not utilise MessageExchange.handle_message()
but do generate response messages.

Not using MessageExchange.handle_message() prevents the recording of a
message context for the request message. When the tests in question then
send a response message the latter is discarded due to the missing
message context and the tests break.
