Merge lp:~thekorn/ubuntu-qa-tools/add_hugday into lp:~ara/ubuntu-qa-tools/packaging

This branch adds the hugday tool to ubuntu-qa-tools.
I did the following changes:
  * copied the hugday script from lp:hugday-tools rev 29 to hugday-tools/hugday
  * added manpage at docs/hugday.1
  * added a brief usage description to README
  * added myself to the authors section in debian/copyright
  * added python-libxml2 and conditional python-pysqlite dependencie to debian/control
  * added hugday script to the scripts parameter in setup.py

A test build for jaunty, intrepid and hardy is available in [0].
It would be really nice if this could be reviewed and merged into the packaging branch.

Just a comment, before I proceed with the merge:

* In the changelog, it should be "jaunty" rather than UNRELEASED (which is debian syntax).
