Create package changelogs from files in the snap if present

Create the debian packages changelog from the debian changelogs if
present in <snap>/usr/share/doc/ if present. Otherwise follow the old
behavior of getting the changelog from changelogs.ubuntu.com. This
makes things easier for ESM packages and also for packages from PPAs,
provided that the changelogs are actually primed in the snap.
