Merge lp:~teward/ubuntu-bugcontrol-tools/fix-non-english-response into lp:ubuntu-bugcontrol-tools

Modifies the bugsquad-responses XML file to include slightly modified wording for "Not in english" response to add a more polite greeting, such that "Thanks for posting a bug and trying to make Ubuntu better." as other responses have these responses. Also did a minor grammar change as well.
